(a) Every licensee shall have his driver's license in his immediate possession at all times when operating a motor vehicle and shall display the license upon demand of a justice of the peace, a peace officer, or an employee of the office.
(b) No person charged with violating this section shall be convicted if he produces in court a driver's license issued to him and valid at the time of his arrest.

Investigatory Stop of Vehicles.
Where a state police officer observed an automobile with out-of-state license plates which was traveling at a slow rate of speed on an interstate highway and which contained two occupants sitting low in the seat, he was justified in stopping the vehicle to investigate the reason for the slow speed and to determine the age of the operator who was demanded to exhibit his driver's license.
