Emergency clause provided: “Whereas the manufacture of the compound, the sale of which is herein regulated, is about to begin in this State, and whereas it is immediately necessary that the public be informed of its nature, an emergency is hereby declared and this act shall be in full force and effect from and after its passage and approval.”
