Notice to MediaScott Mullis Promoted to District Two Construction EngineerJune 4, 1998 – Scott Mullis, Resident Engineer in the McGehee Office of the Arkansas State Highway and Transportation Department, is being promoted to District Two Construction Engineer effective June 4. Mullis began his career with AHTD in 1983 as an Engineering Intern. In 1984 he became a full-time employee of the Department in the Roadway Design Division. That same year he transferred to the Monticello Resident Engineer’s office. He promoted to Assistant Resident Engineer and in 1989 became Resident Engineer at the McGehee Residency. He graduated from the University of Arkansas at Fayetteville with a bachelor’s degree in civil engineering and is a Registered Professional Engineer.
