Notice to MediaHighway Police Officers Discover Large Shipment of CocaineLITTLE
ROCK (7-12) – Officers from the Arkansas Highway Police Division of the
Arkansas State Highway and Transportation Department discovered a large shipment
of cocaine on Interstate 40, according to AHTD Director Dan Flowers.
On
Monday evening, July 10, Highway Police stopped a truck for a safety inspection
at the Lehi weigh station near West Memphis in Crittenden County.
The driver, Vicky R. Mosley, age 45, of Los Angeles was carrying a load
of seafood from Long Beach, California to Lexington, Kentucky.
During
the inspection, the officer determined that the driver had exceeded the number
of hours he could legally drive and his commercial driver’s license had been
suspended. A subsequent search of the truck revealed 21 packages that
tested positive for cocaine. The
total weight of the packages was 50 pounds. Mosley
was arrested for violation of hours of service and driving on a suspended
commercial drivers license and a felony charge of possession of a controlled
substance with intent to deliver. The owner of the vehicle, who was a passenger in the truck, Ronald E. Penn, 32 also of Los Angeles, was arrested on a felony charge of possession of a controlled substance with intent to deliver. Both men were booked into the Crittenden County Sheriff’s Office, pending arraignment. “Arrests such as this prove that the specialized training required for our Highway Police officers is well worth it,” Flowers said. “Once
again, our drug interdiction tactics have paid off in a big way,” Highway
