Section 5317 – New Freedom Program
This program provides planning, operating, and capital assistance to new projects, developed after August 2005, that go beyond the Americans with Disabilities Act to enhance access to transportation for persons with disabilities. This Section develops the State Management Plan for administering these funds and develops a Program of Projects to submit for funding to FTA. Requirements for monitoring are still being developed.

Eligibility: Non-profit and public transit agencies
Amounts Available: Approximately $850,000 per year
Match Requirement: Capital and Planning – 80% federal, 20% local Operating – 50% federal, 50% local
